About Dr. Banks
Dr. Jennine Banks is a licensed clinical and forensic psychologist with over 15 years of experience conducting forensic psychological evaluations for individuals involved in the criminal justice system, with particular expertise in cases involving sexual offending behaviors. She earned her Doctor of Psychology (Psy.D.) in Clinical Psychology from the University of Hartford in 2009 and has conducted evaluations across correctional, inpatient, and community-based settings.
Dr. Banks has extensive experience performing court-ordered and referral-based forensic evaluations, including diagnostic assessments and sexual risk evaluations under civil management statutes. Her work has focused heavily on the assessment of sexual dangerousness and sexual recidivism risk, particularly within civil commitment and post-commitment contexts in both New York State and the Commonwealth of Massachusetts.
She has provided expert testimony in court proceedings and has evaluated individuals at multiple stages of legal involvement, including pre-commitment evaluations, annual civil commitment reviews, supervision violation assessments, and discharge evaluations.

professional experience & leadership
Dr. Banks previously served as a Psychiatric Examiner with the New York State Office of Mental Health, Bureau of Sex Offender Evaluation and Community Treatment (BSOECT). In this role, she conducted forensic evaluations under New York State’s civil management program, assessing individuals for mental abnormalities and risk for sexual recidivism, completing annual reviews for individuals confined in secure treatment, and evaluating civilly managed individuals for supervision violations and discharge eligibility.
She was later promoted to Chief Psychiatric Examiner, where she supervised a team of examiners and was responsible for ensuring clinical integrity, adherence to legal standards, and the consistent application of research-based forensic practices.
In 2020, Dr. Banks was appointed Director of the Bureau of Sex Offender Evaluation and Community Treatment (BSOECT). In this senior leadership role, she provided clinical and administrative oversight to a large multidisciplinary team responsible for statewide civil management evaluations. She also oversaw the implementation of risk assessment protocols, policy development, and interagency collaboration across multiple state systems.
